【摘要】:ThepurposeofthisTechnicalSpecificationistodefineafacingidentificationmark(FIM),withproceduresforitsuse,whichcanbeusedbyanypostaloperator.ItisprimarilyaddressedtothosepostaloperatorsthathavenotyetimplementedtheuseofFIMsforautomatedfacingandhasbeendesignedtominimiseconflictwithFIMmarksthatarealreadyinuse.Nevertheless,operatorswithexistingFIMsareencouragedtoconsidersupportformigrationtothisTechnicalSpecificationasandwhentheyupgradeorreplacefacingequipment.UseofthestandardFIMoffersthepossibilityforautomatedpreparationofletterswhichdonotcarryastampandwhicharrive,inapostalfacility,withoutbeingfaced.Theseitemscanthembeincludedinthedomesticandinternationalmechanisedstreamsofmail.ThisTechnicalSpecificationallowsfacer-cancellersandculler-facer-cancellers(orotherautomatedequipmentsupportingthemailpreparationfunction),todetectbarcode-typemarksenablingthosemachinestofaceandcancelitemscarryingtheFIM.Throughtheincorporationofacodedvalue,calledtheFIM-code,thisTechnicalSpecificationalsosupportssegregationofFIM-markeditemsintoupto18separatestreams.Thiscapabilitycanbeusedtofacilitaterevenuecontrolbyallowingitemstobesegregatedaccordingthetypeofrevenuecontrolprocedurerequired.Forexample,BusinessReplyitemscouldbeseparatedandallowaccountingandcancellationtotakeplacebefore,ratherthanafter,theitemsaretransportedtotheirdeliveryoffice.Thiswouldsimplifycontrolsdesignedtopreventthesendingofbusinessreplyitemstoaddressesinothercountries.However,itshouldberecognizedthatFIMshavenoin-builtsecurityandanitemmaycarryaninappropriateFIMcode,resultinginitbeingplacedinthewrongprocessingstream.Hence,inparticular,theFIMalonecannotberelieduponasprovidingevidenceofpayment.ThescopeofthisTechnicalSpecificationincludes,butisnotlimitedto:?postalservicesmail;?governmentmail;?frankedmail5);?postcardsandenvelopeswithpre-printedevidenceofpostagepaid;?mailcarryingautomatedtellermachine(ATM)printedstamps;?businessreplymail.ThisTechnicalSpecificationhasbeendesignedtobecompatiblewithandmaythusalsobeappliedtointernationalbusinessreplymailwhichiscompliantwiththeUPUInternationalBusinessReplyService(IBRS).ThisTechnicalSpecificationmayalsobeadvantageouslyappliedtoitemscarryingdigitalpostagemarks(DPM’s)inaccordancewithUPUstandardsS28andS25.ThoughthetwosymbologiessupportedbyUPUstandardS28(DataMatrixandPDF417)havecharacteristicswhichareeasilyrecognisedbyimageprocessingequipmentandcanbeused,asfacingmarks,bymailpreparationequipmentwithanimageprocessingcapability,theremayneverthelessbeadvantagesintheuseofaseparateFIM.Thiswouldallowfacingofthemailusinginexpensiveequipmentpriortoitsbeingprocessedbyequipmentwithfullimageprocessingcapability.TheFIMcouldevenbeusedtosegregatemailcarryingaDPM,avoidingtheneedtopassothermailthroughDPM-readingequipment.ItcouldoccurthattheFIMispresentonitemsthatarealreadyfaced.Inthiscase,theFIMislargelyredundant,butcouldstillbeused,ifappropriate,formailstreamsegregationpurposes.Equally,customersmayapplystampstoitemsthatcarryaFIM,forexamplebecause(additional)postagehastobepaid.IncaseanitemcarriesbothaFIMandastamp,thestampshouldnormallybegivenpriority.
